Division of Horse Racing & Pari-Mutuel Wagering
The Division of Horse Racing and Pari-Mutuel Wagering oversees and regulates New York’s pari-mutuel wagering and harness racing. The Division has limited jurisdiction over Thoroughbred racing, which is also regulated by the federal Horseracing Integrity and Safety Authority (HISA).
Licensing Information
Participate in New York Horse Racing
All individuals participating in horse racing at a New York State track must be licensed by the Commission.
